In 2001, Commercialbank became the first bank in Qatar to offer retail mortgage loans to property buyers. At that time only Qatari nationals were entitled to buy property but Cabinet Resolutions issued in 2004 and 2006 now permit GCC nationals and other foreigners to buy real estate. Resident Expatriates can also acquire and hold property and residential units but only within designated areas of the country. In order to open up the country to foreign investment, Non-Residents are also now permitted to own residential units in Qatar.
